Most of us develop a pattern in the way we respond to conflict based on what has happened to us in our life and our history with other people. The way we have become accustomed to responding may fit some situations well (for example in family conflicts), but may be ineffective with coworkers, or even destructive in circumstances where the conflict is with our bosses on the job.

It's hardly revolutionary these days in government for a consultant or other person out to earn a reputation and be published or start a management fad to declare that the structure of governmental organizations is in and of itself a problem. In order to provide exceptional public services, they declare, governmental leaders must be interpersonal relationship savvy, not simply institutional drones, and approach each situation from a common-sense perspective utilizing the only truly effective business model (for which they have copy right and want to sell you a franchise).
