Waste Mangement BuildingThe Riverside County Waste Management Department is committed to provide for the protection of the general public health and welfare by efficient management of Riverside County's solid waste system through: provision of facilities and programs which meet or exceed all applicable local, State, Federal and land use regulations; utilization of up-to-date technological improvements; development and maintenance of a system that is balanced economically, socially and politically; and, economically feasible recovery of waste materials.


It’s a Team Effort.  The Waste Management Department is comprised of three distinct divisions working together to provide environmentally sound, cost-effective solid waste management.  The Department designs, operates and maintains six active and thirty-three inactive landfill sites ranging in size from a few acres to hundreds of acres, the largest receiving upwards of 4,000 tons of refuse per day.  Landfill sites are located in diverse geographic locations and climates, ranging from low desert areas to the mountains, which offer a wide variety of engineering challenges to keep ahead of the ongoing operational needs of a dynamic system.   Our Engineering/Operations Division is responsible for Daily Landfill Operations, Landfill Design including Landfill Liner Expansion and Landfill Closures, Permitting, Construction Management, Litter Control, Facilities Maintenance, Post Closure Site Maintenance and our Illegal Dump Clean-up Program.  The Environmental Division designs, operates and manages our environmental systems including Gas to Energy Facilities, Pump and Treat Plants, Gas Collection and Flaring Stations, Leachate Systems and Soil Vapor Extraction Systems, and is also responsible for Air Quality Compliance, Groundwater Monitoring, National Pollutant Discharge Elimination System development and maintenance, and the Department’s Hazardous Waste Inspection, Traffic Direction and Material Recycling Programs.  The Department’s Administrative Services Division integrates the following sections: 

  • Contract Management – administers the County’s solid waste handling franchise agreements and audits transfer station and trash hauler operations;
  • Fleet Administration – including equipment procurement, equipment/vehicle repair and maintenance and warehouse operations;
  • Gate Fee Services – handles fee collection, tonnage recording/reporting and assists with the facilitation of the Department’s safety and recycling programs through interaction with landfill customers;
  • Budget and Financial Analysis, Purchasing and General Accounting  - including revenue distribution, accounts payable, accounts receivables, and capital asset management;
  • Benefits and Payroll – liaison for the Department and various divisions of the County’s Human Resources Department;
  • Administrative Support Services – responsible for developing Departmental policy, process and procedures for the effective management of the Department’s various divisions, programs and sections.
  • Information Technology – responsible for the Department’s network administration, database administration, web development, and software development needs;
  • Planning – ensures that the Department’s planned and proposed waste management activities and projects are in compliance with Federal, State and local land use and environmental laws, regulations and ordinances. 
  • Recycling – implements, supports and develops waste reduction, recycling and public education programs and activities in order to achieve waste diversion mandates for unincorporated portions of Riverside County.
