Leadership Development

Nancy Taylor, DirectorCounty of Riverside Leadership Initiative

The Need to Prepare
Consider this: nearly all current County of Riverside department heads and senior managers will retire and need replacement within the next 10 to 15 years. At the same time, a shortage of qualified leaders and managers in the labor force is anticipated.

The Board of Supervisors created the Leadership Initiative, led by Nancy Taylor (above), to respond to these challenges. The Leadership Initiative seeks to identify, train, develop, mentor and shape future County leaders.

The Leadership Initiative seeks to develop a work culture that encourages and supports innovation, service, teamwork and quality government while growing our own leaders in the existing workforce.

The Programs Strategic Vision
The Riverside County Leadership Initiative operates on the assumption that effective leaders are both born and made. The leadership initiative affords high-potential candidates the developmental opportunities and strong guidance to lead the County of Riverside into the future.

Program Objectives

  • To actively seek out and thoroughly assess County employees with leadership potential.
  • To provide feedback to leadership candidates about current levels of behavior and performance, and assist them in mapping out a plan tailored to their individual developmental needs.
  • To promote a culture of ethics, character, service, accountability and continuous learning.
  • To help potential leaders learn how to change their own culture.
  • To stimulate personal and career growth, self-awareness and confidence.
  • To expose candidates to a plethora of career experiences, education, dialogue and a variety of job assignments designed to develop their hard and soft leadership skills.

How Candidates Can Get Involved With The Program
Candidates may be nominated by Department or Agency heads, the Executive Office, Human Resources, Boards and Commissions, labor organizations or the Board of Supervisors. Individuals may ask to be considered by submitting an application to the Leadership Steering Council.
